Lyle Martin possesses a master’s degree in Business Administration and has completed his course work toward his Doctorate in Organizational Leadership. Chief Martin worked for the Bakersfield Police Department for 32 years. His experience includes serving as a street level narcotics officer, motorcycle officer, homicide detective, Special Enforcement Unit Sergeant and Lieutenant, SWAT operator and SWAT team leader and Internal Affairs . After retiring from the Bakersfield Police Department (2019) as Chief of Police, Chief Martin was selected as the Chief Investigator for the Kern County District Attorney’s Office to lead the organization’s transition (2020). Chief Martin currently provides Organizational Leadership and Organizational Culture Consulting to Police Agencies and other organizations in the Private Sector.
Chief Martin is a recognized Subject Matter Expert in Law Enforcement Executive Management Development by California Peace Officers Standards and Training (POST). Chief Martin is a graduate of Command College, was a planning committee member and a graduate of the first cohort of the California Police Chiefs Executive Leadership Institute at Drucker.
Chief Martin is the Founder and President of Indurance Concepts and as such, has conducted Leadership and Team Building training for both public and private sector. Chief Martin created the curriculum for and facilitates the Ca. POST approved course “Creating a Culture of Accountability” and facilitates “The Challenge of Change” for the Ca. POST Executive Development Course and “De-Escalation and Implicit Bias” for the United States Department of Justice through University of Nevada Las Vegas.
Chief Martin is Adjunct Faculty for California State University Bakersfield, Bakersfield College, and was the Lead Faculty Area Chair for the University of Phoenix Central Valley Campus for over 10 years.

J. Paul Paris received his Bachelor of Arts (B.A.) in Criminal Justice in 1990 and a Master of Science in Computer Information Services in 2000. Mr. Paris worked for the Kern County Probation Department in Bakersfield, CA, for 24 years, and Coconino County Juvenile Court Services in Flagstaff, AZ, for 2 years. His experience includes working in positions including Juvenile Supervision, Adult Supervision, Narcotics Interdiction Team, Court Hearing Officer, Adult Investigations, Court Dismissals unit, Prevention Officer, Electronic Monitoring Officer, Clerical Supervisor, Background Investigations Supervisor, Internal Affairs/Administrative Investigations Supervisor, and Hiring Supervisor. Mr. Paris worked directly with a variety of agencies conducting investigations including the Bakersfield Police Department, Kern County Sheriff’s Department, California Highway Patrol, Federal Bureau of Investigation, Drug Enforcement Agency, U.S. Customs and Border Patrol, U.S. Immigration and Customs Enforcement, U.S. Marshals, National Park Service, Department of Public Safety, and other agencies throughout the state of California and Arizona. Mr. Paris worked as the Public Works Director for the City of Wasco, CA, for 3 years and was responsible for several departments including, Roads, Water, Sanitation, Sewer, Computer Services, and Facilities Maintenance. He subsequently became the City Manager, serving for over 3 years and was responsible for the operations of all departments in the City including Public Safety, Public Works, Finance, Grants, and Administrative Services.
Mr. Paris has testified as a Subject Matter Expert in narcotics and subjects under the influence in Superior and Federal Court. Additionally, Mr. Paris is recognized as a Subject Matter Expert in the field of computer science in Superior Court. Mr. Paris was the lead faculty/area chair in the Criminal Justice department of the University of Phoenix in Bakersfield, Fresno, Visalia, and Santa Maria, CA, for 12 years and was also a faculty member in the University of Phoenix Business Management school. He assisted in developing the Criminal Justice curriculum at the national level through the University of Phoenix, and was an instructor at other vocational colleges.
Mr. Paris has served as a Chairperson for the Bakersfield chapter of the Juvenile Diabetes Research Foundation and the Kern County chapter of the Society for Human Resource Management. Mr. Paris has been a member of the State Coalition of Probation Officers (SCOPO), the California Narcotics Officers Association (CNOA), California Probation Parole and Correctional Association (CPPCA), and volunteers his time to the Salvation Army and Rotary organizations.
Joe Mullins is a 33-year law enforcement veteran, with prior service in the United States Navy. He retired from a large California police department in 2022 with the rank of Captain. During his long police career, Mr. Mullins gained extensive experience in a wide variety of assignments including patrol officer, field training officer, street narcotics investigator, financial crimes detective, internal affairs investigator, patrol and gang unit sergeant, training supervisor and manager, traffic manager, grant writing and management, and community-based gang violence reduction efforts. As a command-level officer, he oversaw Patrol Operations and Investigations Divisions.
In addition to his primary duties, Mr. Mullins served as lead crisis negotiator, lead defensive tactics and use of force instructor for the POST Basic Academy and in-service training, and Academy Director. He has provided thousands of hours of training for officers in searching and handcuffing, defensive tactics, officer survival, pepper spray, TASER, baton, and crowd control. Mr. Mullins was a founding member of his department's Civil Disturbance Team and served as a supervisor and commander of the unit, overseeing large-scale crowd management, protests, and disturbances. Mr. Mullins has developed and implemented police department administrative and operational policies and procedures and has represented the police department in legal process as person most knowledgeable and subject matter expert in policy and procedures, training, and use of force.
Mr. Mullins holds a bachelor's degree in Business Management and is a graduate of the POST Sherman Block Supervisory Leadership Institute and the California POST Command College. He served as a facilitator for the POST Sherman Block Supervisory Leadership Institute for ten years, training hundreds of law enforcement supervisors from throughout California. He is a graduate of the Force Science Institute's Force Science Analyst and Advanced Force Science Specialist courses.
Mr. Mullins is a member of the California Association of Licensed Investigators, the Association of Title IX Administrators, the Association of Workplace Investigators, and the International Association of Chiefs of Police. He is certified as a baton instructor by the California Bureau of Security and Investigative Services and currently serves as a staff instructor and curriculum development specialist at the Controlled Response Institute in Bakersfield, CA, training law enforcement, non-sworn and private patrol operators in use of force.

All partners and employees of MPMI are members of the California Association of Licensed Investigators who adhere to the CALI Code of Ethics.
The CALI private investigator must maintain the highest professional standards and moral principles. Investigations must be conducted with integrity, honesty and excellence with due diligence, truthfulness and the greatest possible accuracy and competence.
Investigators should strive to the highest professional responsibility and standards at all times to further CALI and the profession of Private Investigations. Investigators should conduct their business affairs fairly and in good faith and in compliance with California law and accepted and established professional standards.
All investigators should adhere to The Code of Ethics.
Members have a duty to be truthful and must not libel, slander, communicate and/or publish defamatory or derogatory information regarding the CALI Association.
Assistance and guidance should be offered to investigators with lesser experience or those in need of help to complete an assignment. Education in the form of mentoring raises the level of knowledge and competency of all investigators.
Members of CALI must exercise good judgment, in accordance with Code of Conduct, and the bylaws of CALI, in their dealings with other association members, association directors, and the general public. Members of CALI must respond to the needs of the association’s members in a responsible, respectful, and professional manner. CALI is dedicated to leading by example in serving the needs of its members, the general public and the interests and ideals of the private investigation industry in general.
The legal rights of all persons are to be respected by the investigator in pursuit of evidence and information for a client. This includes the right to privacy and from harassment. All persons with whom an investigator must communicate with regarding a matter under investigation, are to be afforded all rights and privileges of any citizen. An investigator must respect and not infringe upon the constitutional rights of any person.
Discretion and confidentiality by an investigator are expected and anticipated. An investigator must provide truthful, accurate and factual reports to clients maintaining confidentiality and protecting the privacy interests of all persons involved in an investigation. Collection of personal identifying information must only be gathered for lawful purpose and must not be disclosed to any third party except as required by law. This confidentiality must extend beyond the term of the agreement.
An investigator working for an attorney, or client who is represented by counsel, is precluded from contacting an individual represented by opposing counsel. An investigator must not violate any rules regarding ex-parte contact during an investigation. Internet and Social Media contact are included.
An investigator must cooperate with all recognized and responsible law enforcement and governmental agencies, not interfering with ongoing investigations or knowingly promote the criminal activity.
